In 2007, Papua's and West Papua's first directly elected governors
introduced an ambitious new community-driven development program,
channelling community grants of 100 million Rupiah to each of over
4,000 villages in the two provinces to fund development activities in
the areas of (i) nutrition and food security; (ii) education; (iii)
primary health care; (iv) village infrastructure; and (v) economic
livelihoods. In 2008, the governors' RESPEK -- Strategic Village
Development Plan -- was integrated with the National Community
Empowerment Program (PNPM Mandiri Rural), bringing hundreds of
professionally trained development facilitators and field engineers to
assist communities in planning and implementing these funds.
One major challenge facing the PNPM-RESPEK program has been a chronic
shortage of qualified community facilitators, especially field
engineers. The program requires over 400 technical facilitators but
has only been able to recruit less than half of the needed number,
mostly from outside Papua, and turnover tends to be very high. In
February 2012, almost 300 of the technical facilitator positions were
empty. In order to address this acute and chronic shortage, the PNPM
Support Facility and PNPM National Management Consultants designed a
special program, called Barefoot Engineer Training, to provide local
senior high school graduates and technical school graduates from Papua
and West Papua with basic training in civil engineering, mechanics,
micro-hydro power generation, construction/building analysis, budget
planning and infrastructure design, implementation and construction
supervision, social facilitation and empowerment, whom later on could
be recruited as technical facilitators under PNPM Rural in the
region.
This type of training was conducted twice since 2003 and it's now
entering into the third round aiming at providing skills to around 300
successful applicants. The training will combine classroom teaching
and practical application of the most common small-scale village
infrastructure issues.
Funded by the Multi Donor Trust Fund managed by the PNPM Support
Facility (PSF) of the World Bank, Yayasan Bursa Pengetahuan Kawasan
Timur Indonesia (BaKTI) was engaged as the lead implementing partner
for the third wave barefoot engineer training from June 2012 until
December 2013.
To make the planned training successful, BaKTI requires highly
dedicated and committed Finance Assistant. Under direct supervision of
Barefoot Training Finance & Admin Manager. The Finance Assistant will
perform, but not limited to, the following tasks:
Cash and Bank
1. Maintain the cash book and reconcile weekly and monthly.
2. Assist the Finance & Admin Manager with forecasting cash
requirements and monitor changes.
3. Receive and record monies paid in by staff or others, issue
receipts.
Disbursements
1. Ensure all expenditures are approved in accordance with Barefoot
Program policies and procedures and procurement procedures.
2. Prepare requests for wire transfers or to pay suppliers.
3. Prepare Bank Expenditure voucher & cheque to pay all expenditures
4. Prepare Bank Receive Voucher to record all incoming transfer.
5. Place "Paid" stamp on all documents that have been paid.
6. Disburse/transfer salaries to staff.
7. Check and maintain list of un-use/valid cheque.
Reporting
1. Two times in a month, FA must report the cash and bank balance to
Finance & Admin Manager.
2. Create an advance list on the closing month, include advances from
Petty Cash.
3. On Monthly basis, send vouchers to BaKTI Office.
4. Receive feedback from Finance & Admin Officer of Yayasan BaKTI (if
any) in relation to completing the supporting documents
Qualification:
1. Minimum Bachelors Degree in Accounting or Economic
2. At least three years working experience in Finance
3. Ability to work with computers and in particular Microsoft Office
(excel and word)
4. Having experience in Accounting Software is a plus
5. Good communication in Indonesian and English, both spoken and
written
6. At least two years experience working with international and local
Non Government Organizations
7. Initiative, working under pressure and good motivation
8. Having ability to work with minimum supervision.
Length of Contract
The Finance Assistant will be contracted as a consultant from July
2012 to December 2013 (17 months)
